FR 85 and Rule 16, 19, 23(a)(ii) of AP Leave Rules dealt with Extraordinary Leave.
As per Rule 16 Extraordinary leave may be granted to a permanent Government servant in superior service in special circumstances-
(i) when no other leave is admissible, under these rules, or
(ii) when other leave being admissible, the Government servant concerned applies in writing for the grant of extraordinary leave
As per Rule 19 Extraordinary leave may be granted to a permanent Government servant in last grade service on the same terms as for a permanent Government servant in superior service.
Rule 23(a)(ii) deals with the grant of extraordinary leave to non-permanent Government servant.
As per Rule 16 Extraordinary leave may be granted to a permanent Government servant in superior service in special circumstances-
